VAT return filing in Saudi Arabia: monthly or quarterly, and the deadlines to 2027
Every VAT-registered business in Saudi Arabia files a return for every tax period, even one with no sales, and that return is its own assessment of the tax it owes. Three rules from the VAT regulations set your calendar; ZATCA restates the core of them in its input tax deduction guideline (third version, May 2026):
- Monthly: mandatory if your taxable supplies exceeded SAR 40 million over the previous 12 months.
- Quarterly: the standard period for everyone else. A smaller business may apply to file monthly, and one that has filed monthly for two years may apply to go back to quarterly while it stays under the threshold.
- Deadline: file the return and pay the net VAT by the last day of the month after the period ends.
You file through the Submit VAT Return service on ZATCA's portal or through ZATCA's app.
The next due dates, as of November 2026:
- October 2026, monthly filers: Monday 30 November 2026.
- November 2026, monthly filers: Thursday 31 December 2026.
- December 2026 and the fourth quarter of 2026: Sunday 31 January 2027.
- First quarter of 2027: Friday 30 April 2027, so aim for Thursday 29 April.
- Second and third quarters of 2027: Saturday 31 July and Sunday 31 October 2027.
ZATCA's penalty table charges 5% to 25% of the tax that should have been declared for late filing, and 5% of the unpaid tax for each month or part of a month for late payment. Example: SAR 40,000 of VAT paid 40 days late spans two months or part months, so the fine is SAR 4,000.
Do not count on an amnesty. The Minister of Finance extended the fines exemption initiative to 31 December 2026, but it excludes penalties on any return due after 30 June 2026, so the 31 January 2027 return has no safety net. See our year-end closing checklist for the wider plan.
Box by box: what goes in each of the 16 fields of the ZATCA return
ZATCA's simplified guide to filing the VAT return (in Arabic) shows a form with 16 fields. You enter each amount excluding VAT, and the portal works out the VAT column and the shaded totals. An Adjustment column handles changes to earlier sales or purchases, such as goods sold in a previous period and returned in this one. Check the live form for any change in labels.
Sales:
- Box 1, standard-rated sales: everything you sell in the Kingdom at 15%.
- Box 2, sales to citizens of private healthcare and private education.
- Box 3, zero-rated domestic sales, such as qualifying medicines and medical equipment.
- Box 4, exports: zero-rated, so keep the export documents.
- Box 5, exempt sales, such as residential rent and certain financial services.
- Box 6, total sales.
Purchases:
- Box 7, standard-rated domestic purchases, backed by valid tax invoices.
- Box 8, imports on which you paid VAT at customs.
- Box 9, imports under the reverse charge, including services bought from abroad, such as web hosting; if fully deductible, it nets to zero.
- Boxes 10, 11 and 12: zero-rated purchases, exempt purchases and total purchases.
Result:
- Box 13, total VAT due for the period.
- Box 14, corrections from previous periods, within plus or minus SAR 15,000.
- Box 15, VAT credit carried forward from earlier periods.
- Box 16, net VAT due. If it is negative, you may claim a refund after filing or at any time within the next five years, ZATCA's May 2026 guideline says.
A worked quarter: standard-rated sales of SAR 800,000 (VAT SAR 120,000), exports of SAR 150,000, domestic purchases of SAR 450,000 (VAT SAR 67,500), imports of SAR 200,000 with SAR 30,000 of VAT paid at customs, and SAR 20,000 of foreign services under the reverse charge (SAR 3,000 added and deducted). Box 16: SAR 120,000 − 67,500 − 30,000 = SAR 22,500 to pay.
Input VAT: seven conditions before you deduct a riyal
Input VAT is where most return errors hide, because the form accepts whatever you type. ZATCA's input tax deduction guideline sets the conditions; check each one before a bill reaches Box 7, 8 or 9:
- A valid tax invoice from a VAT-registered supplier, with the required details in Arabic. An invoice in another language only is accepted at ZATCA's discretion, with proof of payment and a certified translation on request.
- Imports: the electronic summary of VAT paid that customs provides is the only accepted proof, and you report it in the period you paid at customs, not by the date of the customs declaration.
- Reverse charge: commercial documents showing the service and its price, plus your own VAT calculation.
- Use in your taxable activity, which includes zero-rated sales and exports. If you also make exempt sales, you deduct only a proportion.
- Not a blocked expense: entertainment, sporting and cultural services; hospitality and catering, and employee insurance or healthcare, unless a law obliges you to provide them; and cars designed for ten people or fewer that are available for private use, with their insurance, maintenance and fuel.
- Timing: deduct in the period of supply, or in a later period up to five calendar years after the year of supply.
- Payment: if you have not fully paid a supplier 12 months after the month following the supply, reduce the input VAT, then claim it back when you pay. A business that ZATCA has approved for the cash basis, open to those whose annual taxable supplies do not exceed SAR 5 million, deducts only what it has paid.
Example: a SAR 4,000 dinner for the sales team carries SAR 600 of VAT. That SAR 600 stays a cost whatever the business reason, because catering is blocked when no law obliges you to provide it. Book such bills without input VAT so they never reach Box 7.
Reconcile before you file: e-invoices, the general ledger and Odoo's Saudi VAT return
If you are integrated with FATOORA, ZATCA already holds the e-invoices and credit notes you sent it, and it checks returns with AI-powered tools. Your return should tell the same story as your invoices and your books. Five checks before you press Submit:
- E-invoices: every invoice and credit note in the period is cleared or reported, none rejected or stuck, and untaxed sales by tax rate match the sales boxes.
- Credit notes: issued within 15 days after the end of the month in which the return or price change happened, the rule set by ZATCA's 2024 amendments to the VAT regulations.
- General ledger: output VAT and input VAT for the period agree with the VAT in Boxes 6 and 12, after allowing for reverse-charge entries.
- Imports: Box 8 equals the customs summary of VAT paid in the period.
- Lock: nobody can post into a period you have filed.
In Odoo, the Saudi localization's VAT and Withholding Return break down taxable, zero-rated, exempt and withholding transactions, filter by period, compare periods and export to Excel or PDF, as Odoo's Saudi Arabia documentation describes. Every figure comes from the tax grids on your taxes, so a wrong tax on a bill lands in the wrong place.
Odoo's tax return documentation adds the workflow: set the return periodicity and reminder deadline, then clear the checks, such as draft entries, bill attachments and company data. Validating posts the closing entry and sets the Lock Tax Return date; a transaction dated earlier has its tax moved to the next open period. You still file on ZATCA's portal, then mark the return submitted and paid in Odoo.

Corrections, voluntary disclosure and 10 common VAT return mistakes
Found an error after filing? Article 63 of the VAT regulations, as ZATCA's May 2026 guideline explains it, gives three routes:
- Under-declared by less than SAR 15,000: correct it in Box 14 of your next return.
- Under-declared by SAR 15,000 or more: notify ZATCA within 20 days of finding it by amending the return through the VAT Return Amendment service, with your reasons and supporting documents. This is your voluntary disclosure.
- Over-declared: adjust it in a later return, within the time limit in Article 63.
Disclosing early pays. ZATCA's penalty table lists 50% of the difference for an incorrect return. The May 2026 guideline starts at 25%, which ZATCA can raise to 50% or cut to 0% depending on your compliance record and other factors, and charges nothing if you correct under Article 63 before ZATCA notifies you of an audit, or if the difference is under SAR 5,000. Confirm how it applies to your case with ZATCA on 19993.
10 common mistakes:
- Staying quarterly after supplies passed SAR 40 million.
- Typing VAT-inclusive amounts into the amount column.
- Putting exempt sales in the zero-rated box, or the reverse.
- Deducting VAT charged by a supplier who is not VAT-registered.
- Claiming blocked costs: team dinners, event tickets, private-use cars.
- Entering import VAT in Box 7, or by customs declaration date.
- Forgetting the reverse charge on services bought from abroad.
- Keeping input VAT on bills still unpaid after 12 months.
- Quietly fixing a SAR 15,000-plus error in the next return.
- Filing before every e-invoice and credit note is cleared or reported.
Your next step: put 31 January 2027 in your finance calendar today, and run the five reconciliation checks a week before it.
Frequently asked questions
When is the VAT return due in Saudi Arabia?
By the last day of the month after the tax period ends, for both filing and payment. As of November 2026, monthly filers' October return is due on 30 November 2026, and the December 2026 monthly return and the fourth-quarter 2026 return are both due on 31 January 2027. Late filing costs 5% to 25% of the tax that should have been declared, and late payment 5% for each month or part of a month.
Who files VAT returns monthly in Saudi Arabia?
Businesses whose taxable supplies exceeded SAR 40 million over the previous 12 months must file monthly; everyone else files quarterly by default. A smaller business can apply to ZATCA to file monthly, and a business that has filed monthly for two years can apply to return to quarterly if its supplies are still under the threshold.
How do I correct a mistake in a VAT return I already filed?
If you under-declared by less than SAR 15,000, correct it in Box 14 of your next return. If you under-declared by SAR 15,000 or more, amend the return through ZATCA's VAT Return Amendment service within 20 days of finding the error, with reasons and supporting documents. An over-declaration can be adjusted in a later return. Under ZATCA's May 2026 guideline, correcting before ZATCA notifies you of an audit avoids the incorrect-return penalty.
Does ZATCA's fines exemption initiative cover my next VAT return?
No. The initiative runs until 31 December 2026 but excludes penalties on any return due after 30 June 2026, and ZATCA says any later extension will not cover those returns either. It still waives older late-registration, late-filing, late-payment and return-correction fines if you file all outstanding returns and pay the principal tax, or agree an instalment plan while the initiative is open.
