After Wave 25: Odoo vs Qoyod, Daftra or Zoho Books for Saudi businesses
If you are weighing Odoo vs Qoyod, Daftra or Zoho Books in Saudi Arabia, start with Fatoora. Wave 25 taxpayers must integrate with it by 1 February 2027, and ZATCA's Fatoora portal is where you onboard and integrate your e-invoicing solution. So the first filter is whether the plan you buy supports Phase 2. After that, the choice depends on how much of your business you want in one system, not on which brand is better.
- Choose Qoyod, Daftra or Zoho Books if you are a small, single-branch business that mainly needs sales and purchase invoices, VAT returns and ZATCA Phase 2. Qoyod Pro, Daftra Advanced and Zoho Books Standard cover that at list prices from 720 to 1,860 riyals a year (VAT treatment differs, see below), with no implementation project.
- Choose Odoo when invoicing is only one part of the job: stock across several warehouses, branches with their own POS, manufacturing, CRM and tenders, project costing for contracting, HR and payroll, or several companies in one group, all in a single database.
Qoyod, Daftra and Zoho Books also sell more than invoicing, as the plan comparison below shows. The difference is how deep each module goes and whether it shares one database with your accounts.
The rest of this guide covers Phase 2 plan by plan, a Saudi retail chain as a worked case, three-year costs in riyals with data location under the PDPL, and a countdown to the Wave 25 deadline.
ZATCA Phase 2 first: which plan actually integrates with Fatoora
ZATCA's Wave 25 covers taxpayers whose VAT-liable revenue exceeded SAR 187,500 in any year from 2022 to 2025; ZATCA notifies the taxpayers in scope, who must integrate with Fatoora no later than 1 February 2027. The plan decides, not the brand:
- Qoyod: Basic is Phase 1 only; Pro and Advanced include Phase 2.
- Daftra: Basic is Phase 1 only; Advanced and Premium add Phase 2.
- Zoho Books: e-invoicing starts on Standard, not the Free plan.
- Odoo: Phase 2 is l10n_sa_edi, a standard open-source (LGPL) module in both Community and Enterprise that you install from Apps, plus l10n_sa_edi_pos for Point of Sale, at no extra fee in any plan with Invoicing or Accounting.
Do not compare on the words 'approved' or 'certified', which appear on several vendors' websites. ZATCA's Solution Providers Directory lists providers that passed its qualification process for Phase 1 or 2, but ZATCA states the list is not an approval of their solutions, and a taxpayer whose solution meets the requirements is compliant whether or not the provider is listed.
From our implementations: each Odoo sales journal is onboarded separately with a 6-digit Fatoora OTP, through Sandbox, Simulation and Production modes; never connect a test copy to Production. Tax Invoices (B2B) must be cleared before they reach the customer, while Simplified Tax Invoices (B2C) are reported within 24 hours; both carry a QR code, so test both paths. Bilingual Arabic-English invoices and POS receipts need the Gulf Cooperation Council Format option enabled, since Saudi VAT rules require Arabic.
Branches, POS and payroll: a six-branch Saudi retail chain on each tool
Take a hypothetical Jeddah retail chain: six branches, a central warehouse, corporate B2B customers and payroll. Plan by plan:
- Qoyod: Pro adds inventory, projects and three locations; Advanced adds manufacturing orders, fixed assets and budgets, with five locations. POS and payroll are paid add-ons, and the separate QEnterprise ERP targets firms with 200 to 1,000 employees.
- Daftra: lists POS, inventory, HR, payroll and CRM, with 1, 3 or 5 warehouses by plan, manufacturing in Premium only and extra branches billed separately.
- Zoho Books: inventory, projects and multi-currency from Professional, warehouses and serial and batch tracking at Elite. CRM and HR are separate products, bundled with Books in Zoho One.
Six branches exceed Qoyod Advanced's five locations and Daftra's five warehouses; Qoyod charges 480 riyals a year per extra location, Daftra a monthly fee per extra warehouse.
In Odoo, the chain is one database covering POS, Inventory, Accounting and Saudi Payroll, which gained GOSI integration in Odoo 20. We give each branch its own sales journal and OTP; POS sales are reported as simplified invoices, corporate invoices are cleared, and reordering rules restock shops from the central warehouse. Six shops can run as warehouses and POS shops in one company on Standard; Odoo's Branches feature switches on multi-company and, on paid plans, an upsell to Custom. Odoo 20 also adds automatic SAMA exchange rates.
Qoyod Pro and Daftra list Salla and Zid links, APIs and Zapier; standard Odoo has no such connector, and a third-party module or outside connector means the Custom plan.
Three years in riyals, and where your data sits under the PDPL
Compare three-year totals, not headline prices. For five users, at list prices published in October 2026 (check each official page first):
- Qoyod Pro, 1,800 riyals a year, plus two extra users at 240 a year: 6,840 over three years; confirm whether VAT is added.
- Daftra Advanced, 1,860 a year, plus four extra users at 26.25 a month billed yearly: 9,360 over three years, VAT inclusion not stated.
- Zoho Books Professional, five users included: SAR 90 a month billed yearly, so 3,240 over three years before VAT.
- Odoo Standard: five users at the per-user price Odoo's pricing page shows in Saudi Arabia, for 36 months, plus implementation; Odoo sets and revises prices by country.
That is Odoo's real drawback for a small company: per-user fees plus a setup project, which pay back only when Odoo replaces several tools.
Data location is a PDPL question. Zoho lists data centers in Riyadh and Jeddah, assigning accounts by sign-up country, and Qoyod's FAQ says its data is hosted on cloud servers inside Saudi Arabia; ask Daftra directly. Odoo.sh offers a Dammam region, and Odoo Online's Middle East and Southern Asia region runs production in India or Saudi Arabia, so ask Odoo in writing where your database sits. Odoo's privacy policy puts backups of its cloud services in Europe and Canada, and Odoo.sh does not contractually guarantee data-center locations. Whether that fits the PDPL's transfer rules, your sector regulator or a client contract is for your legal adviser. Only a server you run inside the Kingdom keeps everything there.
Wave 25 countdown: what to settle before 1 February 2027, and how cutover to Odoo works
Settle these before booking a demo:
- Was your VAT-liable revenue above SAR 187,500 in any year from 2022 to 2025, and has ZATCA notified you?
- How many branches and POS shops will issue invoices, and in how many sales journals, each needing its own Fatoora OTP?
- Must payroll reconcile with GOSI and Mudad each month, and how does each tool handle that?
- Do you sell through Salla or Zid?
- How many commercial registrations will you run within two years?
With one branch, one registration and no online store, a simpler tool is likely enough.
If Odoo wins, our guide 'Migrating to Odoo from Excel in Saudi Arabia' covers the data steps, and we cut over at the start of a VAT period after a parallel run. On the Fatoora side:
- Each Odoo sales journal needs a new OTP and certificate (CSID), tested in Simulation first; the old solution's credentials and hash chain stay behind.
- Credit notes against old-system invoices have no original in Odoo, so agree how to reference them and test it in Simulation.
- Keep the old tool's e-invoice XML archive for the VAT record-retention period your accountant confirms.
- Once Odoo is live, revoke the old solution's devices in the Fatoora portal.

Frequently asked questions
Do I have to onboard with Fatoora again if I switch from Qoyod or Daftra to Odoo?
Yes. Fatoora onboarding is done per invoicing solution unit, so a new tool means new onboarding. In Odoo, each sales journal is onboarded with a fresh OTP from the Fatoora portal and receives its own certificate, while the old tool's credentials and invoice hash chain stay behind. Rehearse in Simulation on a test database, switch at the start of a VAT period, then revoke the old solution's devices in the portal. Invoices the old tool already cleared or reported are not sent again.
What is the best ZATCA-approved accounting software, and is Daftra approved in Saudi Arabia?
ZATCA does not publish a list of approved accounting software. It lists providers that pass its qualification process in a Solution Providers Directory, but it states that the list is not an approval of their solutions and that taxpayers may use any solution that meets the e-invoicing requirements. So check the plan, not the badge: Daftra Advanced and Premium, Qoyod Pro and Advanced, Zoho Books Standard and above, and Odoo's standard l10n_sa_edi module all support Phase 2. Phase 1-only Basic plans will not meet Wave 25.
How much does Odoo cost per user in Saudi Arabia, and is Odoo free?
Odoo Community is free and open source, but the full Accounting app is Enterprise only. One App Free covers one app with unlimited users. Standard (all apps, Odoo Online) and Custom (Studio, Agentic AI, multi-company, API) are billed per user, at prices Odoo sets by country and revises, so check Odoo's pricing page from Saudi Arabia for the riyal figure. Customers and suppliers using the portal are not paying users. Implementation is a separate cost, priced by the apps and processes in scope.
Odoo vs Zoho Books: which is better for accounting in Saudi Arabia?
For accounting alone, Zoho Books is hard to beat on cost: from SAR 60 per organization a month billed yearly (excluding tax), with Phase 2, API access and, according to Zoho, data centers in Riyadh and Jeddah. Odoo is the stronger choice when accounting must sit on the same records as stock, POS, manufacturing and payroll, or when you need several companies with intercompany flows. If you would add several other Zoho apps, compare Zoho One, or the sum of those apps, with Odoo's per-user price.
