WhatsApp Business app or the Business Platform (API): which one, and when to switch

Use the WhatsApp Business app while one or two people answer from one phone. Move to the WhatsApp Business Platform, Meta's API, once several salespeople share a number or you need every chat inside your CRM. Both show your business name, but they work very differently.

  • WhatsApp Business app: Meta says it is built with the small business owner in mind. You get a business profile, greeting and away messages, and a quick way to share products and prices, all on a phone.
  • WhatsApp Business Platform: Meta describes it as enterprise-level WhatsApp APIs. You connect through a partner or directly, it integrates with CRM and marketing automation systems, and Meta charges per delivered message.

Switch when two or more of these are true:

  • More than two people reply from the same number, or chats live on one salesperson's personal phone.
  • You want each chat tied to a lead, a quote and an owner in your CRM.
  • You send quote reminders, delivery updates or payment notices to many customers every week.
  • You need to message customers who have not written to you in the last 24 hours.
  • You want the blue checkmark of an Official Business Account, and Meta's criteria for it include at least 30 days on the Platform.

Already on the app? Meta's coexistence onboarding, run through its Solution Partners and Tech Providers, connects an existing Business app number to the Cloud API while your team keeps chatting one-to-one in the app. Know the trade-offs Meta lists: only the last 6 months of chats sync, group chats do not, broadcast lists are disabled, and throughput is fixed at 20 messages per second. Not every tool supports it, so ask your provider before you plan around it.

One firm rule if you run Odoo: Odoo's WhatsApp app works only with WhatsApp Business Platform accounts, not with the Business app or a personal number.

Meta's 3 template categories, with copyable examples and the approval rules

Outside the 24-hour window, the only thing you can send on the Platform is a template Meta has approved, and Meta's template categorization rules put every template in one of three categories. The category sets the price, so choose it honestly.

  • Utility: non-promotional, and either specific to or requested by the customer, or essential to them. Quote reminders, order confirmations and payment notices belong here.
  • Marketing: offers, launches, abandoned-cart nudges and anything persuasive. A template that mixes an order update with a promotion counts as marketing.
  • Authentication: one-time passcodes only, with a one-time password button and no URLs, media or emojis.

Copyable examples using Meta's numbered placeholders:

  • Utility: Hello {{1}}, your quotation {{2}} for SAR {{3}} is valid until {{4}}. Reply to this message with any questions.
  • Utility: Payment of SAR {{1}} for invoice {{2}} is due on {{3}}. You can pay by bank transfer to the IBAN shown on the invoice.
  • Marketing: {{1}}, our year-end offer on {{2}} runs until {{3}}. Reply YES for the details, or STOP to opt out.
  • Authentication: {{1}} is your verification code.

How approval works:

  • Meta reviews every new or edited template automatically. Review can take up to 24 hours, and only templates with the status APPROVED can be sent.
  • Active templates carry a quality rating based on usage, customer feedback and engagement; recurring negative feedback or low read rates can pause one, and recurring negative feedback can disable it.
  • Meta can move a utility template it sees as marketing into the marketing category, normally with 1 day's notice, and instantly after a warning for misuse.

Write templates per use case, not per salesperson. Five clean templates that the whole team shares are easier to keep approved, and to keep consistent, than twenty personal ones.

The 24-hour customer service window, and what changed on 1 October 2026

When a customer messages or calls your business number, a 24-hour customer service window opens. Inside it you reply with normal free-form messages, and every new message from the customer resets the timer to 24 hours. Once it closes, you can only send an approved template.

A Saudi sales example: a contractor in Dammam asks at 4:10 pm on Tuesday for a price on 20 user licences. Your salesperson can send free-form replies, files and questions until 4:10 pm on Wednesday. If the SAR 18,400 quote is ready on Thursday, it goes out as a template, such as the utility quote reminder above.

As of November 2026, Meta's WhatsApp pricing page says:

  • Since 1 July 2025, Meta charges per delivered message, not per conversation, at rates set by category and the recipient's country code. Saudi Arabia (+966) has its own rates on the rate card, and SAR list rates have been available since 1 April 2026.
  • Meta raised marketing rates for Saudi Arabia on 1 April 2026 and again on 1 October 2026.
  • Since 1 October 2026, service messages, the free-form replies inside the window, are charged after a free tier of 1,000 per business number per month, and utility templates sent inside the window are no longer free.
  • Without a payment method on the account, Meta stops delivering service messages once the free tier is used up.

Response-time habits that protect both the sale and the bill:

  • Show your working hours in the profile and set an away message, so customers know when a person will answer.
  • Name one owner per shift for new chats, set your own first-reply target, and measure it every week.
  • Before the window closes, end with a clear question that gives the customer a reason to reply.
  • Send one complete answer instead of five short messages; from the 1,001st service message in a month, every message is charged.

Opt-in and PDPL consent: what to collect before the first message

Collect opt-in before the first message, and keep proof of it.

Meta's opt-in rules say you must:

  • Clearly state that the person is opting in to receive messages from you, and name your business.
  • Have the person's mobile number. The opt-in does not have to mention WhatsApp, as long as you comply with local law.
  • Collect it in any way that meets these rules, such as a web form, SMS, a phone menu or a signed paper form.
  • Comply with applicable law.

Meta also recommends separate opt-ins by message category, such as order updates and offers, and clear instructions on how to opt out. Treat both as standard practice, and honour every opt-out.

In Saudi Arabia that includes the Personal Data Protection Law (PDPL). SDAIA's National Data Governance Platform carries the PDPL registration, complaint and self-assessment services. The articles a sales team should know:

  • Article 5: processing needs the person's consent, except in cases the law lists, and consent can be withdrawn.
  • Article 6: the exceptions include carrying out an agreement the person is party to, and a legitimate interest that does not harm their rights and involves no sensitive data. A reply to a quote request is not an unsolicited offer.
  • Article 25: you may not use a person's personal means of communication, including postal and email addresses, to send promotional or awareness material without their consent and a clear way to stop receiving it. Treat a WhatsApp number the same way.
  • Article 4: people may ask what you hold about them and on what basis, have it corrected or updated, and ask you to destroy what you no longer need.
  • Article 36: a violation can bring a warning or a fine of up to SAR 5 million, which can be doubled for a repeat violation.

Copyable opt-in wording for a web form, as two separate boxes left unticked:

  • I agree that [Company name] may contact me on WhatsApp at the number above about my request and orders.
  • I agree to receive offers from [Company name] on WhatsApp. I can stop at any time by replying STOP.

Never campaign to numbers taken from WhatsApp groups or bought lists. This is a summary, not legal advice; confirm your setup with a lawyer.

Verify your number and brand, then log every chat in the CRM

A company-owned, verified number that feeds your CRM keeps the customer with the business when a salesperson leaves. Chats on a personal phone leave with that phone.

Number and brand checklist:

  • Use a number the company owns, not a salesperson's personal SIM, and turn on two-step verification.
  • Verify your business portfolio with Meta and use a display name that matches your brand; Meta re-checks it when you change it or reach a higher messaging limit.
  • Plan for messaging limits: a new business portfolio starts at 250 unique customers per rolling 24 hours outside the service window; business verification is one path to 2,000, and with high quality and steady use it scales automatically to 10,000, 100,000 and then unlimited.
  • The blue checkmark of an Official Business Account needs at least 30 days on the Platform, a verified business portfolio, two-step verification and an approved display name.

Two ways to bring WhatsApp into Odoo:

  • Odoo's WhatsApp app: Enterprise only, not in Community. It needs a Meta business account, a Meta developer app and a payment method. Templates you build in Odoo go to Meta for approval and sync back, and they can carry Sales quotations and POS receipts. A chat the customer starts opens in Discuss for the channel's operators. More in our Odoo CRM guide for Saudi Arabia.
  • A local WhatsApp or call-centre platform linked through a connector. If it calls Odoo's External API on Odoo Online, every user moves to the Custom plan: US$32 per user a month on yearly billing (SAR 120), against US$16.90 (about SAR 63) on Standard, at Saudi list prices of 17 October 2026. For 10 users that is SAR 1,200 a month instead of about SAR 634, before first-year discounts; see Odoo prices in Saudi Arabia.

When a salesperson leaves: remove them from the WhatsApp channel, reassign their open opportunities, and check that every chat is linked to a lead.

Frequently asked questions

Can I connect the WhatsApp Business app to Odoo CRM?

Not to Odoo's own WhatsApp app. Odoo's documentation says its integration works only with WhatsApp Business Platform accounts, not with the WhatsApp Business app or a personal number, and the app runs on Odoo Enterprise only. Move the number to the Platform, or, if you want to keep the app on the same number, ask your WhatsApp provider whether it supports Meta's coexistence onboarding and how it connects to Odoo.

How much does the WhatsApp Business API cost in Saudi Arabia?

Meta charges per delivered message, at rates set by message category and the recipient's country code, and Saudi Arabia (+966) has its own rates on Meta's rate card, with SAR list rates available since 1 April 2026. Meta raised Saudi marketing rates on 1 April and 1 October 2026, and since 1 October 2026 free-form service replies are charged after 1,000 free per number each month. Add your provider's fees and your CRM subscription, and check Meta's current rate card before you budget.

What is the WhatsApp 24-hour rule?

It is Meta's customer service window: when a customer messages or calls your business number, you have 24 hours to reply with free-form messages, and each new message from the customer restarts the 24 hours. After the window closes, you can only send a template Meta has approved in the marketing, utility or authentication category. As of November 2026, replies inside the window are charged after 1,000 free service messages per number each month.

Do I need consent to send WhatsApp offers to customers in Saudi Arabia?

Yes. Article 25 of the Personal Data Protection Law bars using a person's personal means of communication to send promotional material without their consent and a clear way to stop, and Meta's policy requires an opt-in that names your business. Keep a separate opt-in for offers, record when and how each customer agreed, and honour every STOP. Under Article 36, a violation can bring a warning or a fine of up to SAR 5 million.
